This competition is for teams that had been knocked out of the 1st and 2nd rounds of the Provincial Towns Cup. Sir William Butlin of Delvin Rugby Club presented a Shield called the Provincial Towns Plate as a trophy for the competition. The first competition for the Provincial Town Plate was held in 1963 and was won by Navan who defeated Arklow.
