1. Titles
A. Leinster Schools' Senior League.
B. Leinster Schools' Senior Second's League.
C. Leinster Schools' Senior Third's League (Forster Cup).
D. Leinster Schools' Senior Fourth's League (Fr. Maher Cup) East & West.
E. Leinster Schools' Section A Senior League.
F. Leinster Schools' Junior League.
G. Leinster Schools' Junior Second's League.
H. Leinster Schools' Junior Third's League.
I. Leinster Schools' Section A Junior League.
2. Entry to the Leagues is open to all schools affiliated to the Leinster Branch of the Irish Rugby Football Union. All schools must enter from the highest grade down. No school may skip a grade. The School's Committee may decide a team should play in a League/League Division above or below that originally entered. The School's Committee may recommend that certain schools shall not participate. When schools are entered in the various leagues they are obliged to complete all fixtures in the competition in order to ensure the competitions integrity.
3. A bona fide schoolboy under 18 years of age on 1st April in the year preceding the season in which they play is eligible to play in League A.
4. A bona fide schoolboy under 19 years of age on 1st April in the year preceding the season in which they play is eligible to play in Leagues B, C, D, & E, except a boy over 18 (in the year preceding the season in which they play) who was selected and played in a Senior Cup Match for a Section B School.
5. Any schoolboy who has played in the McCorry Cup is not eligible to play in the Senior Leagues.
6. A bona fide schoolboy under 15 years of age on 1st April in the year preceding the season in which they play is eligible to play in the Junior Leagues F, G, H & I provide he has not completed the Junior Certificate Cycle.
7. A schoolboy may play for one school only in the Leagues.
8. If a school has more than one team in the League a schoolboy may not play for more than one team.
9. A schoolboy who comes on as a replacement in a Schools' Senior Cup or Senior League match is eligible to play in the grade below.
10. A schoolboy who comes on as a replacement in a School's Junior Cup or Junior League match is eligible to play in the grade below.
11. Any schoolboy who is selected and plays on a Senior Cup XV or Senior League match shall be ineligible to play in the next grade below until his team shall have played another match and in which he did not play other than by replacement.
12. Any schoolboy who is selected and plays on a Junior Cup XV or Junior League match shall be ineligible to play in the next grade below until his team shall have played another match and in which he did not play other than by replacement.
13. Playing in the Plates does not of itself render a player ineligible for the Leagues.
14. Seven replacements from seven players nominated to the to the referee prior to the match will be permitted in the event of an injury.
15. Replacements will not be permitted between two or more teams from the same school in the same League but are permissible from different Leagues at lower level.
16. If a schoolboy has been selected for a match when the opposition concedes a walkover, the team receiving the walkover is deemed to have played a match.
17. In Leagues A and F official referees will be appointed by the Leinster Branch. In the event of a postponement, the home team must inform the appointed referee.
18. In Leagues B, C, D, E, G, H & I every effort must be made by the home team to provide an Official Leinster Branch Referee for each fixture. If an Official Leinster Branch Referee is not available a competent referee should be appointed and the visiting team should be consulted in good time regarding the appointee.
19. Matches must be played on the dates specified. The first name team play at home except for finals. Where a change of venue, date or time is necessary the onus is on the Home Team to inform the Referee and the other team and take responsibility for the appointment of an official referee for the re-fixture.
20. The School's Committee may suspend teams causing undue delay from the Leagues. In this event all previous matches played are void.
21. The duration of each match in the Senior Leagues shall be seventy minutes.
22. The duration of each match in the Junior Leagues shall be sixty minutes.
23. In the event of a tie between two teams in a Section, the final position will be decided by
i. The result of the original match
If the result of the original match was a draw the final position will be decided by
ii. Points difference in all matches.
iii. Points scored in all matches.
iv. The least number of points conceded in all matches.
v. Lottery.
24. In the event of a tie between three teams in a section, the final position will be decided by
i. Points difference in all matches.
ii. Points scored in all matches.
iii. The least number of points conceded in all matches.
iv. Lottery
25. In the event of a tie between two or more teams in a Section where matches are played on a home and away basis and both matches are played the final position will be decided by
i. Points difference
ii. Points scored
iii. The least number of points conceded
iv. Lottery
26. In the event of any tie if one or more of the tied teams receives one or more walkovers the result/s obtained by the other tied team/s from matches played against the team/s who awarded the walkover/s are deemed to be void.
27. In the event of a school withdrawing from any section of the Leagues the team in the lowest grade must be first withdrawn.
28. The Junior Cup Team from the previous season must not be entered into any Senior Leagues as an entirety in themselves.
29. Any schoolboy in a Section B school who played Senior Cup XV, Senior Seconds XV in the previous season is ineligible to play in the Senior Fourths Leagues.
30. No Senior Cup Team may enter the Senior Fourth's League.
31. No Junior Cup Team may enter the Junior Third's League.
32. The home team should forward the results to the League Coordinator immediately on completion of each game.
33. Protests and appeals must be lodged in writing with the Hon. Secretary of the School's Section within forty-eight hours after the match (or failure) to which they relate. Protests and appeals must be accompanied by the appropriate fee, which sum will be forfeited should the objection be deemed frivolous.
34. There shall be a right of appeal from any decision of the Schools' Committee to the relevant Committee, whose decision shall be final.
35. In the case of any inconsistency between the Regulations and the Bye Laws of the Branch, the said Bye Law shall prevail.
